ADVERTISEMENT FOR BIDS
Administrative Wing Addition
Cankdeska Cikana Community College Fort Totten, North Dakota Request for Bids: Bids for the construction of the Administrative Wing Addition will be received by the owner, Cankdeska Cikana Community College at 214 1st Avenue, Fort Totten, ND until 2:00 pm, Friday, April 21, 2006. At that time, proposals meeting bidding requirements will be opened and read aloud. All bids received after the scheduled opening time will be returned to the bidders unopened.
Bids will be received for the following classifications of work:
General Construction
Mechanical Construction
Electrical Construction
Combined Bid Construction
Copies of the drawings and specifications are on file at the office of the owner, the office of the architect: Dumont & Associates, Architects, 201 College Drive, Devils Lake, North Dakota and at the following building exchanges: Bismarck/Mandan, Devils Lake, Dickinson, Fargo, Grand Forks, Jamestown, Minot, Williston, Rapid City, Sioux Falls, Construction Market Data and Minneapolis.
Bidding contractors having a current and proper class North Dakota contractor’s license may obtain copies of drawings and specifications from the office of the architect upon a deposit of one hundred and no/100 dollars ($100) for each set. A fifty and no/100 dollars ($50) refund shall be issued to only bonafide unsuccessful bidding contractors returning such sets in good condition to the office of the architect within ten (10) days after bidding.
Each bid shall be accompanied by a separate envelope containing a bidder’s bond equal to the sum of five percent (5%) of the bidder’s highest total bid combination, including all applicable alternates; executed by the bidder as principal and by a surety company authorized to do business in the state, conditioned that if the principal’s bid be accepted and the contract be awarded to him within ten (10) days after the notice of award, he will execute and effect a contract in accordance with the terms of his bid and a contractor’s bond made payable to Cankdeska Cikana Community College. Bid bonds accompanying proposals must be in a separate envelope from the bid in accordance with Section 48-01-04 of the North Dakota Century Code.
In compliance with Section 43-07-12 of the North Dakota Century Code, each contractor submitting a bid must have a copy of his North Dakota Contractors License or Certificate of Renewal thereof issued by the Secretary of State enclosed in the bid bond envelope; all bidders must be licensed for the highest amount of their total bid combination, including applicable alternates; and such license must have been in effect at least ten (10) days prior to the date of the bid opening.
On the outside of the bidder’s envelope the following information shall be clearly displayed:

The owner reserves the right to hold all legitimate bids for a period of thirty (30) days after the date fixed for the opening thereof. The owner further reserves the right to reject any and all bids and to waive irregularities in bidding.

March 21, 2006
The Benson County Commissioners met in regular session on Tuesday, March 21, 2006 at 9 a.m. Commissioners present were Barry Cox, Curtis Hvinden, Ed Ripplinger, Jason Lee and Dwain Brown. The meeting was called to order by Chairman Ripplinger.
Sheriff Mitzel met with the board to discuss the fire which ignited in one of the patrol cars on March 16, 2006. He recommended the board sell or trade-off the 2000 white Chevrolet Impala and also the 2000 tan Chevrolet Impala. He commented that the base radios should be discarded as they are no longer used by the sheriff’s department. A motion was made by Lee, seconded by Hvinden, to give the radios to the highway department. All members voted yes. The motion carried unanimously.
A motion was made by Hvinden, seconded by Brown, to approve the minutes of the regular meeting of March 9, 2006. All members voted yes. The motion carried unanimously.
Norma Jean Neumiller, Benson County Transportation, met with the board to discuss rides to medical appointments. She informed the board the body computer went out of the Dodge van which causes the back up lights to not work. She estimated the cost of repairs to be in excess of $400.00. She told the board that Title III dollars may stop coming to the county.
A motion was made by Lee, seconded by Brown, to accept the bid of March 17, 2006 from Mayo Construction in the amount of $331,297.23 for project SC-0328(063) and the bid in the amount of $620,679.22 for project CERSRF-3607(059). All members voted yes. The motion carried unanimously.
Arland and Thelma Paulson and Leo and Kathy Walker, Peterson Coulee Outlet Association, met with the board to obtain its comments and views on the Devils Lake Basin Tolna Coulee Cleanout Project. The board concluded to table the decision on whether or not to sign the letter of intent to participate in the land acquisition phase of the project until the water board is available to give their comments and input.
A motion was made by Hvinden, seconded by Cox, to have the chairman sign a letter of support for the loan application being submitted by the North Central Rural Water Consortium for the development and construction of a rural water system serving rural residents and other entities in Benson County. All members voted yes. The motion carried unanimously.
A motion was made by Hvinden, seconded by Cox, to pay the $300.00 dues requested by the RC & D Council. All members voted yes. The motion carried unanimously.
A motion was made by Cox, seconded by Lee, to have the county auditor mail out the agendas and minutes from the previous meeting so they can be reviewed prior to the meeting. All members voted yes. The motion carried unanimously.
A motion was made by Lee, seconded by Cox, to start the regular meetings of the board at 8:00 a.m. rather than 9:00 a.m. for the months of April through September 2006. All members voted yes. The motion carried unanimously.
The motion carried unanimously to adjourn the meeting.

NOTICE OF HEARING
ON PETITION FOR CREATION OF
A WATER DISTRICT
NOTICE IS HEREBY GIVEN: That a petition signed by the directors of the Board of the Ramsey County Water Resource District requesting the State Engineer to organize a water district to encompass portions of Benson, Eddy, Foster, Griggs, Nelson, Ramsey, and Towner Counties, North Dakota, was filed in the Office of the State Engineer on March 9, 2006, requesting the establishment thereof. The proposed water district, if organized, has no power or authority to levy any taxes.
The lands included in the proposed water district are situated in the townships and sections as shown on the attached map.
That the boundary of the proposed water district, and the lands embraced therein, are fully described in the petition, which is on file in the Office of the State Engineer located in the State Office Building, 900 East Boulevard, Bismarck, North Dakota 58505, and is open to public inspection.
That the undersigned State Engineer has examined the petition and data pertaining to the proposed water district and from such examination has found and determined that the petition is sufficient in form and substance to require a hearing thereon.
That the hearing on the petition for the creation of the proposed water district will be held at the State Office Building, 900 East Boulevard Ave., Bismarck, North Dakota on Tuesday, April 18, 2006 at 11:00 A.M. in the second floor conference room, at which time and place all owners or tenants of real property or other interested persons within the boundaries described will be heard and given the opportunity to submit evidence, orally or in writing, and show cause why the proposed water district should or should not be established.
That if the formation of the proposed water district is approved, the undersigned as State Engineer will issue an Order naming and establishing the district.
