ADVERTISEMENT FOR BIDS
Administrative Wing
Cankdeska Cikana Community College
Fort Totten, North Dakota
Request for Bids: Bids for the construction of the Administrative Wing will be received by the Owner, Cankdeska Cikana Community College at 214 1st Avenue, Fort Totten, ND until 2:00 p.m., Friday, July 8, 2005. At that time, proposals meeting bidding requirements will be opened and read aloud.
All bids received after the scheduled opening time will be returned to the bidders unopened.
Bids will be received for the following classifications of work:
General Construction
Mechanical Construction
Electrical Construction
Combined Bid Construction
Copies of the drawings and specifications are on file at the office of the Owner, the office of the Architect: Dumont & Associates, Architects, 201 College Drive, Devils Lake, North Dakota and at the following building
exchanges: Bismarck/Mandan, Devils Lake, Dickinson, Fargo, Grand Forks, Jamestown, Minot, Williston, Rapid City, Sioux Falls and FW Dodge/Scan, Minneapolis.
Bidding contractors having a current and proper class North Dakota contractor’s license may obtain copies of drawings and specifications from the office of the Architect upon a deposit of One hundred and no/100 dollars ($100) for each set. A Fifty and no/100 dollars ($50) refund shall be issued to only bonafide unsuccessful bidding contractors returning such sets in good condition to the office of the Architect within ten (10) days after bidding.
Each bid shall be accompanied by a separate envelope containing a Bidders Bond equal to the sum of five percent (5%) of the bidder’s highest total bid combination, including all applicable alternates; executed by the bidder as principal and by a Surety Company authorized to do business in the State, conditioned that if the principal’s bid be accepted and the contract be awarded to him, he, within ten (10) days after the notice of award, will execute and effect a contract in accordance with the terms of his bid and a contractor’s bond made payable to Cankdeska Cikana Community College. Bid Bonds accompanying proposals must be in a separate envelope from the bid in accordance with Section 48-01-04 of the North Dakota Century Code.
In compliance with Section 43-07-12 of the North Dakota Century Code, each contractor submitting a bid must have a copy of his North Dakota Contractors License or Certificate of Renewal thereof issued by the Secretary of State enclosed in the bid bond envelope; all bidders must be licensed for the highest amount of their total bid combination, including applicable alternates; and such license must have been in effect at least ten (10) days prior to the date of the bid opening.
On the outside of the Bidders envelope the following information shall be clearly displayed:

No bid shall be read or considered which does not fully comply with the provisions herein as to bonds and licenses, and any deficient bid submitted will be resealed and returned to the bidder immediately.
The Owner reserves the right to hold all legitimate bids for a period of thirty (30) days after the date fixed for the opening thereof. The Owner further reserves the right to reject any and all bids to waive irregularities in bidding.

MINUTES OF MEETING
ESMOND CITY COUNCIL
June 6, 2005
A regular meeting of the Esmond City Council was held June 6, 2005 at 6 p.m. at the Esmond City Hall. Present were Mayor Estagen Zimmerman, council members Ron Lauinger, June Olson, Eris Hoffner and Walter Norman and City Auditor Misti Arnold.
Minutes of the previous meetings were read. June Olson made a motion to accept the minutes as read. Eris Hoffner seconded. Motion carried.
Norm Rosendahl of the Young Men’s Club was present. Norm requested permission to have a demolition derby and street dance on July 9. The club must leave a $75 deposit for cleanup with the council. Eris Hoffner made a motion to allow this. Walter Norman seconded. Motion carried.
Bills were presented. Eris Hoffner made a motion to pay the bills. June Olson seconded. Motion carried. Bills approved are as follows:

Mowing bids that were sent to the city were discussed and a decision was made that Don Vetsch would receive the bid to mow all city lots and lagoon area for $850 per month. Ron Lauinger made a motion to accept Don Vetsch’s mowing bid. Eris Hoffner seconded. Motion carried.
Garbage rates for the city dumpground were set at $5 per pickup load and $10 per truckload.
Different cleaning agents were discussed for the sewage lift station. The council decided to try the liquid degreaser that comes in a five gallon pail. Ron Lauinger made a motion to purchase the liquid degreaser. June Olson seconded. Motion carried.
The Esmond City CCR report is done and will be available for viewing at the Ramsey National Bank, Post Office, Sodbellies, and the Esmond Bar. Those who wish to receive a copy may contact the city auditor, Misti Arnold at 249-3441.
The mayor and a few council members had received calls on dogs that have been running loose. The city council would like to remind everyone who owns a pet that there is a leash law ordinance and if you would like to receive a copy of this please call a member of the board. They have also received complaints on young children driving ATV’s through town and on private property. Please keep in mind there is an age limit and to read over the owner’s manual that comes with the ATV.
The Esmond City Council would like to ask all property owners who have vacant yards to please clean up the area. Complaints have been made. The members also ask that any open wells that are no longer in use be properly closed.
Ron Lauinger moved to adjourn, seconded by June Olson. The meeting adjourned.

MINUTES OF MEETING
WARWICK CITY COUNCIL
June 6, 2005
A regular meeting of the Warwick City Council was held June 6, 2005. The meeting was called to order by Mayor Darrell Forest. Members present were Shirley Tiokasin and Leslie Elfman.
Minutes of the previous meeting were read. Tiokasin made a motion to approve the minutes. Elfman seconded. Motion carried.

Elfman made a motion to pay the bills. Tiokasin seconded. Motion carried.
Tiokasin made a motion to activate electricity in the city park for the Warwick Day celebration July 31, 2005. Elfman seconded. Motion carried.
Tiokasin made a motion to support the Warwick Day committee in its efforts to apply for a grant to build a shelter in the park. Elfman seconded.
Motion carried.
Tiokasin made a motion to buy a used heater from the school for the well house. Elfman seconded. Motion carried.
Tiokasin made a motion to lock up the water hydrants. Elfman seconded.
Motion carried.
Elfman made a motion to transfer $1200 from the project fund to the utility fund to pay for cleaning the well. Tiokasin seconded. Motion carried.
Next meeting will be July 11, 2005.
There being no further business, the meeting adjourned.
