NOTICE OF APPLICATION
ON PETITION FOR APPROPRIATION OF WATER FROM LAKE IBSEN
TAKE NOTICE that Duane Anderson, Leeds, North Dakota, has made application
to the State Engineer of North Dakota for a permit to divert and
appropriate water from Lake Ibsen.
The petition prays for a permit to appropriate water from Lake Ibsen,
utilizing point(s) of diversion located in the NW1/4 of Section 10,
Township 155 North, Range 68 West, at a pumping rate of 820 gallons per
minute during the operating season, for each year said permit may remain in
force, with an annual appropriation of 205.0 acre-feet of water, for the
purpose of irrigating 121.0 acres, located in the SW1/4 of Section 3,
Township 155 North, Range 68 West, in Benson County, and as shown on the
map accompanying the application.
TAKE NOTICE that written comments regarding the proposed appropriation must
be filed in the Office of the State Engineer, 900 East Boulevard Avenue,
Bismarck, North Dakota 58505-0850, by 5:00 o’clock PM, CDT, on the 31st day
of May, 2005. The State Engineer will consider all written comments and
prepare a recommended decision, which will be provided to the applicant and
persons submitting written comments. Those persons may provide additional
information, request a hearing, or both.

MINUTES OF MEETING
WARWICK CITY COUNCIL
March 7, 2005
A regular meeting of the Warwick City Council was held March 7, 2005. The
meeting was called to order by Mayor Darrell Forest. Members present were
George Evans, Shirley Tiokasin and Leslie Elfman.
Minutes of the previous meeting were read. Elfman made a motion to approve
the minutes. Tiokasin seconded. The motion carried.

The ongoing problem of dogs running loose was discussed.
A meeting with Rural Development specialist Vickie Poland will be held
March 17 at 9 a.m.
Next meeting will be April 4, 2005.

WARWICK CITY COUNCIL
April 4, 2005
A regular meeting of the Warwick City Council was held April 4, 2005. The
meeting was called to order by Acting Mayor George Evans. Members present
were Shirley Tiokasin and Leslie Elfman.
Minutes of the previous meeting were read. Tiokasin made a motion to
approve the minutes. Elfman seconded. The motion carried.

LEEDS SCHOOL DISTRICT NO. 6
Notice is hereby given that the Leeds Public School District No. 6 annual
election will be held on Tuesday, June 14, 2005 at the Leeds Public School
for the following purpose:
To elect two directors for three-year terms. One to represent region 1
consisting of the City of Leeds AND one to represent region 3 consisting of
Normania, McClellan, Riggin, Pelican, Coulee (south of Highway 2) and the
east half of Lake Ibsen Townships.
Also on the ballot will be the question of whether or not to publish a
record of the school board proceedings in a newspaper or general
circulation of the school district for the succeeding two years.
Any candidates for election as a member to the school board of a school
district must file with the school district Business Manager before 4
o’clock p.m. on the thirty-third day prior to the election, a statement
setting forth his or her name and the position for which that person is a
candidate. A statement that is mailed to the business manager must be in
the physical possession of the business manager before 4:00 p.m. on the
33rd day before the election. The closing date and time for filing as a

Facility Description
The reapplication is for a water treatment plant which services the City of
Maddock. The water treatment plant is located in the SW1/4, SE1/4, of the
S1/2, Section 19, Township 152N, Range 69W. Any discharge would travel
south of the plant to a manhole connected to the city’s underground
wastewater discharge pipe that runs directly west to Big Coulee, an
unclassified tributary of the Sheyenne River. The discharge pipe is located
in the NE1/4 of Section 26, Township 152N, Range 70W.
Tentative Determinations
Proposed effluent limitations and other permit conditions have been made by
the Department. They assure that State Water Quality Standards and
applicable provisions of the FWPCAA will be protected.
Information Requests and Public Comments
Copies of the application, draft permit, and related documents are
available for review. Comments or requests should be directed to the ND
Depart of Health, Div of Water Quality, 1200 Missouri Ave, PO Box 5520,
Bismarck ND 58506-5520 or by calling 701.328.5210.
All comments received by May 31, 2005 will be considered prior to
finalizing the permit. If there is significant interest, a public hearing
will be scheduled. Otherwise, the Department will issue the final permit
within sixty (60) days of this notice.

School District No. 9, that on the second Tuesday, the 14th day of June,

members to the school board, each for a term of three years.

thirty-third day, a statement setting forth his or her name and the

Notice is hereby given by Stephanie Anderson, Business Manager of the Fort
Totten Public School District No. 30 that one (1) position will open on the
school board. This position will be a three (3) year term. The candidate
shall reside within the rural areas of the Fort Totten Public School
District No. 30 and shall be voted upon by the district at large.

OBERON CITY COUNCIL
April 4, 2005
A regular meeting of the Oberon City Council was held Monday, April 4, 2005
at 7 p.m. at the Oberon Community Center. Present were Mayor James Nelson
and council members Carol Tweten, Doug Schmid and Dale Stenberg. Absent was
Pete Hager.
Minutes of the previous meeting were read. Schmid moved to approve the
minutes. Tweten seconded. Motion carried.
Bills were reviewed. Tweten moved to pay the bills. Schmid seconded. Motion
carried. Bills approved for payment were:

Corey flushed the hydrants. The cistern should have a spring cleaning.
The water line into the bar has no pressure. The water line will probably
have to be dug up to find the problem.

MINUTES OF OBERON
EQUALIZATION MEETING
April 11, 2005
The annual tax equalization meeting was held April 11, 2005 at 7:15 p.m. at
the center. Ellen Huffman attended. She said Oberon’s property values are
13% lower than required by the state and that because of that values will
increase by about 10% next year.
