December 1, 2009
The Benson County commissioners met in regular
session on Tuesday, December 1, 2009 at 9 a.m. in the commissioner
room of the Benson County Courthouse, Minnewaukan, ND. Commissioners
present were Jason Lee, Curtis Hvinden, Lowell Haagenson, David
Davidson and Michael N. Steffan.
The meeting was called to order by Chairman Lee.
Other people present were Richard Peterson of
the Benson County Farmers Press and Benson County Sheriff Steven J.
Rohrer.
Applicant Agent Dawn Flemmer met with the board
and gave an update on the 2009 flood projects she has been working
on.
State’s Attorney James P. Wang arrived at the
meeting at 9:05 a.m.
Highway Superintendent Don Trnka met with the
board to discuss reimbursement for various road projects. Flemmer
stated some projects needed to be rewritten as the projects could
only qualify as "emergency" projects if the roadway needing repair
was the only roadway for a resident to get in or out from their
residence. Trnka discussed payment of the engineering costs on
project
SC-0311(051) and thought perhaps stimulus money
could be used. A motion was made by Steffan to put the issue of
adding an additional 10 mills for road repair on the 2010 primary
election ballot. The motion was tabled until additional information
is obtained as to whether or not the issue may be on the ballot.
A motion was made by Steffan, seconded by
Hvinden, to pay the engineering bill from the stimulus money
received. With all members voting yes, the motion carried
unanimously.
Trnka questioned what action has been taken
regarding the issue of group health insurance.
The board discussed the Wood Lake Cabin
Association putting a new boat ramp in at the park at Wood Lake Park
and then turning the ramp over to Benson County. The board
telephoned Tim Heisler to discuss the issue further. A motion was
made by Steffan, seconded by Haagenson, to give approval to the Wood
Lake Cabin Association to put in a new boat ramp provided there is
no cost to Benson County. Heisler explained 75% of the costs of the
ramp will be paid for with Game & Fish grant funds and the other 25%
of the costs will be paid for by the Wood Lake Cabin Association.
With all members voting yes, the motion carried unanimously.
The auditor informed the board she has been
working on paperwork for the EMPG grant and a portion of the
paperwork is complete. The board discussed contracting with Heisler
to assist in completing the work plan for the 2009 EMPG.
Heisler agreed to assist Benson County.
The board reviewed the mileage vouchers
submitted by Charles Paulson, former DEM, for the months of January
through November 2009. The board concluded to only accept and pay
the voucher from November 2009.
Rohrer indicated he’s been working on the
paperwork needed to get current with the Homeland Security Grant. He
discussed the different grants available. He stated a court order
was received to dispose of some evidence from recent drug cases. He
presented quotes for a new vehicle for the Sheriff’s Department.
Hvinden discussed issues concerning the
placement of the generator at the Rangen Hill Tower. Rohrer
discussed reprogramming radios with Homeland Security Grant dollars.
A motion was made by Steffan, seconded by
Hvinden, to approve the minutes from the regular meeting of November
17, 2009. With all members voting yes, the motion carried
unanimously.
The board discussed the contract with Dakota
Computer Pros for computer maintenance services.
A motion was made by Haagenson, seconded by
Hvinden, to contract with Dakota Computer Pros for the 2010 year.
With all members voting yes, the motion carried unanimously.
A motion was made by Haagenson, seconded by
Steffan, to sign the Quit Claim Deed transferring Lots 8 & 9, Block
4, HP Addition, Leeds City to Leeds City. With all members voting
yes, the motion carried unanimously.
A motion was made by Steffan, seconded by
Hvinden, to sign the County Deed transferring Lots 5 & 6, Block 3,
Harrison’s Addn., Esmond City to Albardale Properties. With all
members voting yes, the motion carried unanimously.
A motion was made by Haagenson, seconded by
Steffan, to have the chairman sign the Benson County Benefit Plan
Agreement with BlueCross BlueShield for dental and vision group
insurance.
With all members voting yes, the motion carried
unanimously.
A motion was made by Haagenson, seconded by
Hvinden, to have eight precincts for the 2010 election with the same
boundaries as was used in the 2008 election and to have one polling
place open at the Benson County Courthouse on election day. With all
members voting yes, the motion carried unanimously.
The board reviewed a letter dated November 23,
2009 from Kari Hunt of BlueCross BlueShield
regarding medical flexible spending accounts and premium
reimbursements.
Wang left the meeting at 11:15 a.m.
The board reviewed proposed letters to the State
Water Commission and the Game & Fish Department regarding the
proposed boat ramp at Round Lake.
The board concluded to have the chairman sign
the proposed letters.
The board reviewed information and e-mails from
Rolf Kraft of the Bennett County Board of Commissioners regarding
impact funding from tax-exempt trust lands.
A motion was made by Steffan, seconded by
Davidson, to grant employees a paid day off on December 24 to
coincide with the Christmas holiday. With all members voting yes,
the motion carried unanimously.
The board reviewed a letter from SRF Consulting
Group, Inc. dated November 18, 2009 regarding SER-3-019(049)137, PCN
18174 -- ND Hwy. #19 Grade Raise.
The board reviewed and discussed the monthly
county bills along with the Benson County Transportation expenses
for November 2009. A motion was made by Hvinden, seconded by
Davidson, to pay all county approved bills. With all members voting
yes, the motion carried unanimously. The following bills were paid:

Davidson questioned if Benson County would be
able to contribute financially to the Lake Region Heritage Center.
The board concluded a letter should be sent to Benson County from
the Heritage Center stating its request.

MINUTES OF REGULAR MEETING
ESMOND CITY COUNCIL
December 2, 2009
A regular meeting of the Esmond City Council was
held December 2, 2009 at 7 p.m. at the Esmond City Hall. Present
were council members Ellen Truax and Sylvester Hoffner and City
Auditor Misti Arnold. Absent were: Mayor Estagen Zimmerman and
council members Lance Alexander and DeLores Solway.
A motion was made by Sylvester Hoffner, seconded
by Ellen Truax, to approve the minutes of the regular meeting of
November 25, 2009. The motion carried unanimously.
A motion was made by Sylvester Hoffner, seconded
by Ellen Truax, to pay all approved bills. The motion carried
